Funding a Secondary Suite in Calgary: The City Incentive Explained

Most homeowners who ask us about a secondary suite start in the same place: the idea makes sense, the numbers are the question. Calgary runs a programme aimed squarely at this, and it is worth understanding exactly what it does, what it requires, and what it currently is not doing.

What the programme actually is

The City of Calgary Secondary Suite Incentive Program helps homeowners create safe, legal secondary suites inside their existing homes. Since it launched in 2024, the number of registered suites in Calgary has roughly doubled, from around 13,000 to about 26,000.

Understand what it pays for, because this is where most people get it wrong. It is not a grant toward a renovation and it is not money up front. It reimburses a capped amount against the specific safety work that makes a suite legal, paid after the work is done and the suite is registered.

Current status, before you plan around it. As of 24 June 2026 the City placed new applications on a waitlist and stated that funding may not be available for homeowners who apply after that date. Files come off the waitlist first come, first served if funding frees up. Confirm the current position on the City of Calgary programme page before building a budget that depends on it.

What it covers, itemised

Up to $10,000 in total, made up of capped amounts against individual safety elements:

  • Egress windows, up to $1,500
  • Hardwired, interconnected smoke and carbon monoxide alarms, up to $1,000
  • Protected exiting, up to $1,000
  • Smoke tight barriers between the suite and the main dwelling, up to $4,000
  • Split heating and separate air systems, up to $6,000

On top of that there is up to $1,900 for qualifying energy efficient materials and up to $7,500 for accessibility modifications.

Look at that list again and notice what it is really describing. Those five items are more or less the definition of a legal suite: egress, alarms, exiting, fire separation and mechanical. The programme is paying for compliance, not for finishes.

What it requires

  • You must own the property throughout the process
  • One application per person
  • The suite must be inside your main dwelling. Backyard suites and detached units are not covered
  • An active building permit before you apply
  • The City eLearning course completed
  • Work on the safety elements must begin after your application date, not before

That last one catches people out. If you have already done the safety work, applying afterwards does not recover it.

The short term rental restriction

This deserves its own heading because it changes plans. A suite that receives this incentive cannot be approved for a short term rental licence for two years after the funds are received.

If your intention is Airbnb or similar short stay letting, you have a genuine decision to make: take the incentive and let long term for two years, or skip the incentive and keep your options open. Neither is wrong, but choosing after the fact is expensive.

The other half of the arithmetic

Funding is one side. The other is what the suite earns. Legal basement suites in Calgary have commonly rented in the region of $1,500 to $1,750 per month, varying with size, finish, parking and location. Rental markets move, so check current listings in your own community rather than relying on a range in an article.

Set a realistic monthly rent against your build cost and you have the actual question answered: whether the suite pays for itself, and how quickly. On most Calgary suites the incentive is a useful contribution, not the thing that decides the project.

No. The programme covers suites inside your main dwelling. Backyard suites and detached units are outside its scope.

Can I run an Airbnb in a suite funded by this?

Not for two years. Suites receiving the incentive cannot be approved for a short term rental licence for two years after the funds are received, so decide which matters more before applying.
